Tags in Flexi Gallery, can be created by users at front end visitors and those tags can be administrative from the wordpress dashboard.

Admin generally create tags manually from dashboard when front end submission for users has been disabled and wanted to post from back end only.

When user submits the form, there is the input field which let users to create tags, those tags are automatically created and assigned to submitted post.
